ABOUT ME
Hi, I'm Bill
WHERE I COME FROM
I grew up in a very conservative home in Southeast Michigan in the 50's and 60's and moved to Oakland, CA in 2013. My father was a staunch member of the John Birch Society, wanted Barry Goldwater to drop nuclear bombs on Hanoi, and indoctrinated in us how to hate Democrats. So much so that in 6th grade when we were released due to President Kennedy's assassination I jumped out of my chair and let out a cheer. Fortunately none of my other classmates noticed as they were in shock and tears. What 6th grader would cheer the assassination of a President?
WHY PROJECT 1305

DO YOU KNOW WHO DAN OSBORNE IS?
Until 2008 I had always voted for a Republican candidate, except in 1996 when I was so frustrated with both the Elephants and Donkeys that I protested with a vote for the Reform Party candidate Ross Perot. At least at the time I thought it a 'protest vote' but in reality it was just a wasted vote. When the Republican Party picked Sarah Palin as the candidate for VP with Jon McCain, I realized the Elephants had made a course correction too far to the right for me. So I voted for President Obama. I've voted Donkey since. Not because I love the recent Democratic Party candidates. But because I dislike them less than what the Republicans have been offering.

Before any of you send me hate mail please realize I'm an Independent, have family members that voted Republican and Democratic we still get together, enjoy food, drink, and each other's company.
Plus my PROJECT 1305 'Crusade' has nothing to do with politics, policies, positions or who is President..

PROJECT 1305 is simply about LETTING US DECIDE and
OUR LACK of PROPER Representation at the table.

Right now though, I'm concerned that the trust I put in my government to manage the investment I made with every paycheck into Social Security since i was 15 years old will actually be there as promised.

DO YOU KNOW WHO
DAN OSBORN IS?

Dan Osborne ran the most successful campaign for Senator in history! As an Independent he ran against a two-time incumbent Republican Senator in Nebraska and lost by just 63,000 votes out of 935,000 votes cast. Here is a link to his bio on Wikepedia.

PERSONAL RECOMMENDATIONS FOR
LEGISLATIVE CONSIDERATION
PROJECT 1305 focuses ONLY on increasing the size of the House of Representatives

What follows is a list of personal ideas that could be considered for debate and legislation by the The People's House. I list these for reference to my thought process about a few issues related to the House and a few other ideas I think have value.
Veteran’s Day Holiday Weekend Voting:
To truly celebrate Veteran’s Day and honor those that have and are serving our Country to preserve our Democracy and right to vote there is no better way than to focus our Presidential/National elections to coincide with Veteran’s Day. Create a Veteran’s Day three-day weekend of voting that assures every American voter at least one day off work during the period to vote.
District Accountability:
Require a set schedule for Representatives to be in Washington D.C. for 2 months, and in their district for 1 month, or some form that would accommodate them to hold 2-3 citizen town halls each week they are home. This would also allow for constituents to be better informed, aware of and interact with their Representative.
House of Representatives Electronic Voting:
Allow for secure, electronic voting by members of the House.
Redistricting:
End partisan redistricting with impartial Citizen Councils
Taxpayers As Venture Capitalists
Taxpayers contribute Billions of dollars to subsidize research projects, major colleges, certain industries, or even start-ups. Why does the American taxpayer get to fund these projects/companies but unlike Venture Capitalists (that also invest), get no payoff through stock ownership.

Instant Tax Credit for Buying ‘All American Made’
If a product is made exclusively in America, then it is going to cost more to purchase than if it were made in China, Mexico, Vietnam, etc. due to the American standard of living.
At the point of purchase, give the consumer a 5% tax credit for supporting other Americans.

PARTISAN ISSUES

National Universal Healthcare System:
Medicare, which is a national, government run health plan for people 65 years old and older, is a combination of both government and private insurance. When a senior receives Medicare, they pay a monthly fee for the services (it’s not free) and can choose to purchase supplemental private insurance (outside of Medicare) based upon the additional benefits desired and patient affordability.

Medicare is considered to be a well-run insurance program that has lower administrative costs (around 2-4% of spending) compared to private insurance companies, which often spend 15-20% on administration and profits.

Major advantages for Americans to have a ‘National Universal Medicare’ system are:

-
A national healthcare system ensures that all residents have access to healthcare services regardless of income, employment status, or pre-existing conditions. This would eliminate the gaps in coverage that currently leave millions of Americans uninsured or underinsured..
-
Preventive Care Access: With universal coverage, individuals are more likely to seek preventive care, reducing the burden of advanced illnesses that are more expensive to treat.
-
Reduced Inequities: Equal access to healthcare services could help narrow disparities in health outcomes tied to socioeconomic and o0ther factors.
-
Explosion of American entrepreneurism due to increased workforce flexibility: Workers would no longer need to remain in jobs solely for health benefits, encouraging entrepreneurship and mobility in the labor market
-
A national system would streamline healthcare delivery, providing standardized benefits and reducing confusion around networks, coverage, and billing.
-
A single national system emphasizes collective responsibility for health and ensures everyone has access to necessary care, reinforcing social equity and solidarity.
-
Centralized coordination allows a national system to respond more effectively to public health emergencies, such as pandemics, through unified planning and resource allocation.
Continuation of Coverage: Employees are at the mercy of their company for health insurance with 54% of Americans enrolled in employment-based coverage. Companies arbitrarily decide how much an employee has to contribute, arbitrarily reduce coverage, drop their insurance plans altogether, go out of business leaving families with no insurance coverage whatsoever.
Portion of insured Americans was 92% in 2023

Immigration Reform
Any immigration reform needs to include an additional 2%-5% Federal & State income tax on non-citizen immigrants residing in the U.S., and for an additional period of 5-10 years after becoming a citizen.
Having contributed local, state, and federal taxes since I was 16 years old that has helped build and maintain America’s current infrastructures, it is reasonable to expect a non-citizen worker, or newly naturalized immigrant to contribute more tax for a period of time since they are ab le to enjoy the ‘fruits of our labor’. For me that would represent 56 years of labor.
I found it fascinating as I watched a vocal Anti-Premier Xi group of Chinese protest against him when he visited the U.S. At the same place were Chinese voicing their support of Xi and his policies.

What fascinated me was that here they are in America protesting in a manner that is not allowed in China! Doesn't the pro Xi contingent get that?
